Jasper Welch is married (Susie Louis, 1975) and he has been a resident of Durango, CO since 1976.  Educated at the University of Colorado [B.S, 1975], Jasper has also completed professional training and earned certifications in strategic business development, personnel assessments, quality management, entrepreneurial business models and local governance. As a business owner and founder, Mr. Welch has worked in the printing, office supply, marketing, business incubation, startup accelerators and management consulting fields.  

 In 1991, Jasper opened his management-consulting firm, Four Corners Management Systems,  www.jasperwelch.org   Mr. Welch has provided management advisory services to businesses, individuals, government agencies and non-profit organizations. In the private sector he has served as an independent director and shareholder on several companies, including Fast Track Communications, Stoneage Tools, Data West Utility Billing, WSI (oil/gas field services).  In the non-profit sector, Jasper has served as a local Chamber executive and he has served on non-profit Boards in the Durango, CO and Farmington, NM areas.  He is a twice-elected Council member on the Durango, CO City Council (1991-1999) including two one-year terms as Mayor. Presently he serves on the City of Durango Finance Advisory Board (2023 to present).

From 1999 to 2011, Jasper worked at San Juan College as the director of the Enterprise Center (a business incubator located in Farmington, NM).  As the President & CEO of NBIA (now InBIA https://inbia.org/ he led the business incubation Association during their transition and relocation to Orlando, FL.  As a founding member, micro-investor, and mentor in the SW Colorado Accelerator Program for Entrepreneurs (SCAPE https://www.goscape.org/ ) he has supported, mentored, and coached a number of startup and emerging companies.  In 2011, Jasper co-founded DurangoSpace in Durango, CO  https://durangospace.com providing business professionals, independent contractors, software developers and startups innovative and creative workspace.
